Cyber attacks on critical infrastructure, disinformation campaigns and cyber crime have become key challenges for states. The current hacker attack on a U.S. pipeline highlights the problem: According to the FBI, Russian criminals presumably encrypted the operator’s PCs and demanded several million U.S. dollars in ransom money – which significantly disrupted oil supplies in the United States. The incident shows the relevance of the issue for the international community. A recently published report by a UN group of experts attempts, among other things, to solve these problems by diplomatic means.
In this research paper, Mika Kerttunen argues that while cyber operations may be relatively ineffective for conducting war, their peacetime employment can contribute to the outbreak of conflict due to their violent nature.
